Our executive leadership team consists of the original developers and founders of AVS Enterprises and AVS Systems Inc. that built GEN I and GEN II Registry Services technology:
- 2007 GEN I Registry Services sold to Davis + Henderson Corp.
- 2018 AVS’s GEN II Registry Services sold to ESC Corporate Services Ltd.
Our philosophy with RegHub is to push the boundaries in innovation with GEN III Registry Services in North America. We know how to scale companies for growth and we invest wisely in our technology.

Clare Colledge
CHIEF EXECUTIVE OFFICER
Clare is a true growth leader who has proven she can harness the power of transformational technologies to deliver more value through her customer relationships and deep Registry experience and knowledge. For over 30 years, Clare has been a true champion of registry technology who has inspired majority of the registry solutions in the Canadian market today.
Timing is everything as Clare is passionate to spearhead RegHub – Gen III Canadian Registry Services to new heights of success. Real growth takes hard work and a driven leadership spirit. Clare has a proven track record as she served as President of ESC Corporate Services Inc. which delivered over 600% revenue growth through her leadership. Clare had a foundational impact on the D+H Registry Services Solution (acquired by Teranet and now owned by Trader Corporation) in both business development and product technology design. Clare has led successful and accretive acquisitions of Canadian registry providers: AVS Systems Inc., Securefact and JCLD to name a few.
Clare has a vision for the future of registry design in both technology and delivery models. She is focused on working together in partnership with customers, integrators, innovators and government leaders to ensure we all collaborate for the right registry services changes in Canada. Clare is a dynamic collaborative leader of high performing teams that will penetrate new markets by designing creative registry solutions to multifaceted lending issues.
Jason Chimney
CHIEF TECHNOLOGY OFFICER
Jason began his career in technology as a Co-founder of Connexus Communications, an early provider of internet service in British Columbia. Connexus pioneered single sign on over multiple points of presence as well as early e-Commerce transactions. While working with his partners at AVS Systems, Jason architected and implemented the first two generations of PPSA management and automation platforms. These platforms are still used for the majority of PPSA registry filings occurring today.
After AVS’s acquisition by ESC, Jason spent 5 years in the VP Technology role. At ESC Jason focused on consolidating disparate platforms brought under the ESC roof by earlier acquisitions.
Now Jason brings his experience to building and deploying RegHub’s next generation platform. With a ground up design centred on security, redundancy and scalability as well as the focused application of machine learning/AI, RegHub is bringing registry service provision and management into the modern era.
Garry van Soest
CHIEF STRATEGY OFFICER
Strategy is about understanding how to prepare and position the business in the value chain. As the Founder and CSO of Reg Hub Garry is responsible for working with customers, partners, and suppliers to build trust and value in each and every relationship.
Garry was the Founder of AVS I and Co-Founder of AVS II and was responsible for a major breakthrough in the automation of PPSA Registries that systemized the automated filing of PPSA and RDPRM Finance Statement Registrations and Management. These innovations provided the Canadian Credit Industry with material improvements in security and collateral asset management along with improved loan administration processes in the value chain. Garry steered accretive value added exits for both businesses and they are still in operation as Dealertrack (Teranet) and ESC.
Garry believes innovation creates opportunities in the value chain and the Canadian credit industry is signalling it is ready for the introduction of Reg Hub’s innovations. Innovation leadership also attracts the best in class people who want to be part of creating value and Garry is fortunate to have assembled an incredible team of people to carry out Reg Hub’s vision.
Mustafa Lukmanji

With over 35 years experience in the Finance industry Mustafa Lukmanji CGA CPA MBA has established a distinguished career focused on organizational growth, leadership and mergers and acquisitions. Over the course of his career Mustafa has successfully led complex transactions, helped companies navigate strategic transformations, and driven significant value creations and organizational growth.
Mustafa’s expertise spans across corporate finance, investment strategies, and cross functional leadership to achieve sustainable business success. Known for his ability to identify opportunities, mitigate risks and guide organizations through periods of growth and change.
Mustafa has earned a reputation as a trusted advisor and strategic thinker in the financial sector.
Chris Valentine
senior business advisor
An experienced operator and entrepreneur, Chris Valentine has worked in the business of designing, building, operating and extending the use government registries in Canada, Eastern Europe, the Caribbean and the Middle East.
From the inception of the Teranet project in Ontario, Chris was a member of the winning private sector consortium that founded Teranet and one of the first employees of Teranet charged with the design of Teranet’s value added programs surrounding the Ontario Land Registry system. Over 17 years with Teranet, Chris went on to establish their International Land Registry division. Subsequent to establishing Teranet international expansion, he established Teranet’s dedicated financial services practice and then expanded its Corporate development program as head of a national value added program driving greater than 45 million CAD annually in non-statutory value-added services within the public registries ecosystem in Canada.
In 2009 Chris founded ESC Corporate Services and sold ESC to Information Services Corp in 2016. Chris has continued to act as an investment advisor to founders and strategic corporates leading the acquisition or divesture of various software and services businesses within the government services ecosystem while also investing and activating other founders with advice and capital to enable goto market strategies.
Mr. Valentine is a seasoned new product developer and operator with a depth of experience in understanding the myriad of opportunities available to public registry operators seeking to leverage these unique datasets to solve real world business problems in dozens of verticals in both the public and private sector in Canada and around the world.
